  1. Positive and Negative Impacts: Discusses the impact of this problem on the individuals and society.  This can be monetary, lost opportunities, lack of educational opportunities or other “costs”
  • What is the cost to society?
  • What is the cost to treat?
  • What factors contribute to the problem or goal?
  • What are the consequences (e.g., social, economic) of the issue?
  • What are the barriers (political, cultural, etc.) to addressing the issue?
  • What is the cost savings of treating or addressing?
